Usually, yes. A laptop that won't turn on doesn't necessarily mean the drive inside has failed — often it's the battery, charging circuit or another component, and the drive itself is still intact and readable once removed or accessed directly.
Why the laptop not turning on doesn't mean data loss
Many laptop faults — a dead battery, a failed charging port, a screen fault — have nothing to do with the storage drive inside. The drive can usually be removed and its contents accessed through another computer, or in some cases recovered without needing the laptop to actually start.
When it genuinely affects the drive
